Who’s Eligible

  • Must be homeless
  • Must be 18 years of age or older
  • Cannot be accompanied by a child under the age of 18
  • A resident of Volusia County
  • Cannot have any open warrants
  • Cannot be a registered sex offender or predator
  • Must agree to participate in First Step Shelter programming
  • Must not meet the Baker Act or Marchman Act criteria
  • Must not have any emergency medical conditions

Please note- potential residents must have the ability to

  • Utilize the toilet and take showers independently 

Additionally, if the client is coming from an inpatient facility – they will need a referral from a primary care physician and if on psychotropic medication- must come with a 30-day supply of that prescription.

  • Name of referring agency and person making the referral along with a contact number
  • Applicant’s Name
  • Date of Birth
  • Social Security Number (if available)
  • Copy of Photo ID or a Picture of the Individual

Life at First Step Shelter

When you first arrive at First Step Shelter as a new resident you will first be given a health screening and will be able to take a shower as well as given clean clothes. You will then be entered into the First Step Shelter program where our case managers will help you get back on your feet!
